ОЦЕНКА ЭФФЕКТИВНОСТИ ГОСУДАРСТВЕННОЙ МОЛОДЕЖНОЙ ПОЛИТИКИ И ЕЕ ИНФОРМАЦИОННОГО КОМПОНЕНТА ШКОЛЬНИКАМИ РЕГИОНОВ ЮГО-ЗАПАДНОЙ СИБИРИ

Introduction. The article considers the effectiveness of the state youth policy and its information component evaluated by schoolchildren living in South-Western Siberia regions. The authors highlight the features of political socialization of schoolchildren and the role of the modern state in it. The presence of information communications between the authorities and the youth is seen as a key element of youth policy, lack of this element makes it impossible to disclose the content of programs and reinforce in the young people’s minds the combination of images, values and symbols shaping the national identity. Methods. Based on the materials of a mass survey of schoolchildren in four regions of South-Western Siberia (Altai Krai, Kemerovo and Novosibirsk Oblasts, Altai Republic) and focus group studies, the opinions of schoolchildren and their interpretations on the content of the state youth policy are given, as well as the main problems in the state – youth communication system are highlighted. Results. There is a predominance of criticism of schoolchildren regarding the effectiveness of the current projects and their information support, which is typical of the situation when youth policy does not have a unified and coordinated legal and institutional framework at the Federal and regional levels and lacks the appropriate amount of funding for program implementation. The influence of the Internet and modern digital technologies on the transformation of the information field of youth and its communication channels is analyzed separately. Conclusions. The authors come to the conclusion that it is necessary to form a system of communication between the authorities and the youth. The state will be able to successfully advance its interests into the youth environment only taking into account the opinion of various youth groups, their interests and priorities. Введение. В статье рассматривается оценка эффективности государственной молодежной политики и ее информационного компонента школьниками регионов Юго-Западной Сибири. Авторы выделяют особенности политической социализации учащихся и роль в ней современного государства. Наличие информационных коммуникаций между властью и молодежной средой отмечается как важнейший элемент молодежной политики, без которого невозможно раскрыть содержание реализуемых программ и закрепить в сознании молодежи сочетание образов, ценностей и символов, формирующих национально-государственную идентичность. Методы. На материалах массового опроса школьников четырех регионов Юго-Западной Сибири (Алтайского края, Кемеровской и Новосибирской областей, Республики Алтай) и фокус-групповых исследований приводятся мнения учащихся о содержании государственной молодежной политики, выделяются основные проблемы в системе коммуникаций государство – молодежь. Основные идеи исследования, полученные результаты и их обсуждение. Отмечается преобладание критических точек зрения школьников на эффективность проводимых проектов и их информационного сопровождения, что соответствует ситуации, когда сфера молодежной политики не имеет единых и согласованных нормативно-правовых и институциональных основ на федеральном и региональном уровнях с соответствующим объемом финансирования реализуемых программ. Отдельно анализируется влияние сети Интернет и современных цифровых технологий на трансформацию информационного поля молодежи и каналов ее коммуникации. Заключение. Авторы приходят к выводу о необходимости формирования системного коммуникативного взаимодействия власти и молодежи. Только учитывая мнение различных молодежных групп, их интересы и приоритеты, государство сможет успешно реализовать свои интересы в молодежной среде.
