(37) This appendix to the Yakushev Unified Coordination Theory (YUCT) systematically examines the risks associated with key YUCT-derived technologies and the new generative scientific disciplines produced by the theory. It argues that the very power of these tools requires a new level of global governance based on monitoring, parity of development, and conscious scaling of applicability limits. Drawing on successful precedents from nuclear non-proliferation, it proposes a multi-layered international architecture including a framework treaty, a verification body, export control systems, and binding UN Security Council resolutions. Special attention is given to scaling effects — from planetary to cosmic levels — and the need for precautionary ethical thinking.
