В статье рассматриваются тенденции, обусловившие взаимоотношение московской власти к мусульманскому населению Урало-Поволжья во второй половине XVI-XVII вв. Автор кон- кретизирует терминологию, используемую в историографии, прежде всего термин «насилие» и его соотношение с государственной властью. Анализируются тексты многочисленных указов, касающихся религиозной жизни мусульман, в том числе указ от 16 мая 1681 г., представленный в историографии как поворотный пункт к полномасштабному притеснению коренных народов Поволжья. Указываются причины, побудившие государство вводить санкции против мусуль- манского населения. Особый интерес автора составляет география этих указов и масштаб их влияния на башкир. Делается вывод об отсутствии законодательно закрепленной политики по христианизации нерусского населения Поволжья и Приуралья. А также опровергается мысль о том, что указ 1681 г. послужил главной причиной башкирского восстания 1681—1684 гг. Анализируется положение ислама по сравнению с другими неправославными религиями.
