In the context of global economic instability, sanctions pressure and the desire for sustainable development, the diversification of export flows is becoming a key strategic priority for Russia. Of particular importance in this process is the development of non-raw energy exports (NEE), which is an indicator of the competitiveness of the national economy, the level of its technological development and integration into the global value chain, and which is the subject of the study. Since the volume of the NOE structure is a function of the fundamental argument – economic diversification, since the initial purpose of the study is to identify the positions of the Russian Federation in international rankings in terms of diversification, primarily by the basic index – the economic complexity index. Comprehensively characterizing groups of non–raw materials products according to the degree of conversion - low, medium, and upper. The peculiarities of the dynamics of the Russian NOE and its structural components are revealed, as well as exogenous and endogenous reasons for the exceptional gross margin of its very modest indicator with a catastrophically small proportion of high-tech products, and the key directions for increasing the sustainable growth of exports of non-primary non-energy goods are substantiated. To identify the growth points, a comparative analysis of the structure of the Russian and Chinese NEES, differences and key competitive positions of each country was carried out. The scientific and educational article is addressed to students, postgraduates and researchers.
