Abstract (AI)
This paper responds to prior calls for a more comprehensive understanding of artificial intelligence (AI) adoption within government. This study’s systematic literature review selected and analyzed 99 papers, synthesizing existing research to identify a wide range of factors influencing AI adoption in e-government. The factors were categorized into three thematic dimensions: technological, organizational, and environmental. This study offers an in-depth analysis of these factors, shedding light on the concentration of prior studies within specific geographical regions and the dominance of particular theoretical models. The findings underscore the necessity for broader, more inclusive research that spans diverse contexts and perspectives. This review makes a significant contribution to the literature, providing an integrative perspective that deepens the understanding of AI adoption in government. It also identifies gaps in the current literature and establishes a foundation for scholars’ future research directions.
