The role of digital transformation in increasing the competitiveness of Kazakhstan: current state and prospects

доступность и использование цифровых технологий тесно связаны с экономическим ростом, инновациями, созданием рабочих мест и инклюзивностью как на национальном, так и на региональном уровнях. Казахстан в настоящее время демонстрирует значительные успехи в проведении цифровой трансформации и экономики страны в целом, и отдельных отраслей промышленности, а также сфер общественной жизни. В данном контексте в статье рассмотрена роль цифровой трансформации в повышении конкурентоспособности Казахстана. Отмечены достигнутые на сегодняшний день успехи и обозначены перспективы развития на будущее. Определено, что основу цифровой трансформации ключевых отраслей экономики, развитие ИКТ-инфраструктуры, электронного правительства и создание среды для технологического предпринимательства в стране составляет государственная программа «Цифровой Казахстан», проекты, направленные на создание сектора цифрового бизнеса, цифровой кодекс для решения проблем регулирования ИТ-отрасли. Выявлено, что цифровизация экономики Казахстана предполагает значительные инвестиции, необходимость решения сложных этических и правовых вопросов и требует постоянной адаптации с целью повышения конкурентоспособности страны. Определено, что прогресс и конкурентоспособность в современном цифровом пространстве зависит от наличия квалифицированной рабочей силы, способной использовать и внедрять достижения цифровых технологий для стимулирования инноваций и повышения производительности труда, а также от создания динамичной экосистемы, позволяющей предприятиям входить в цифровую глобальную среду и успешно участвовать в цепочках создания добавленной стоимости. Сделан вывод о том, что векторами развития национальной экономики Казахстана являются: поддержка цифровизации бизнеса и государственного управления, укрепление кибербезопасности, развитие цифровых навыков, расширение цифрового потенциала в обществе и экономике страны, сокращение разрывов между исследованиями и внедрением цифровых технологий, развитие высокотехнологичных инноваций в технологиях искусственного интеллекта и робототехники. access to and use of digital technologies are closely linked to economic growth, innovation, job creation and inclusion at both national and regional levels. Kazakhstan is currently demonstrating significant success in carrying out digital transformation of the country’s economy as a whole, and individual industries, as well as areas of public life. In this context, the article examines the role of digital transformation in increasing the competitiveness of Kazakhstan. The successes achieved to date are noted and development prospects for the future are outlined. It has been determined that the basis for the digital transformation of key sectors of the economy, the development of ICT infrastructure, e-government and the creation of an environment for technological entrepreneurship in the country is the state program «Digital Kazakhstan», projects aimed at creating a digital business sector, a digital code for solving problems of IT regulation industry. It was revealed that the digitalization of the economy of Kazakhstan involves significant investments, the need to resolve complex ethical and legal issues and requires constant adaptation in order to increase the country’s competitiveness. It has been determined that progress and competitiveness in the modern digital space depends on the presence of a skilled workforce capable of using and implementing advances in digital technologies to stimulate innovation and increase productivity, as well as on the creation of a dynamic ecosystem that allows enterprises to enter the digital global environment and successfully participate in value chains. It is concluded that the vectors for the development of the national economy of Kazakhstan are: supporting the digitalization of business and public administration, strengthening cybersecurity, developing digital skills, expanding digital potential in the country’s society and economy, reducing the gaps between research and implementation of digital technologies, developing high-tech innovations in technologies artificial intelligence and robotics.
