В статье на основе анализа современных тенденций развития информационных и цифровых тех- нологий рассматриваются проблемы современного пу- бличного (государственного и муниципального) управле- ния. Обосновывается, что цифровизация государствен- ного хозяйства и новый цифровой экономический уклад в ряде зарубежных государств уже поставили вопрос о возможности переворота в векторе финансовых обяза- тельств между государством и гражданином. Далее в работе выделяются основные тенденции трансформа- ции функций государства в условиях цифровой эпохи.
