Оценка эффективности деятельности органов местного самоуправления в рамках функционирования единой системы публичной власти

Введение. Необходимость в наличии механизма оценки взаимодействия органов местного самоуправления и государственной власти в целях наиболее эффективного решения задач в интересах населения, проживающего на соответствующей территории, обусловлена закреплением в Конституции Российской Федерации принципа единства системы публичной власти в 2020 году. Существующие же механизмы оценки деятельности государственных органов и органов местного самоуправления никак не затрагивают взаимодействие указанных органов. Цель исследования: сформулировать научно-обоснованные выводы по рассматриваемой проблеме и на их основе предложить ряд мер по совершенствованию действующего законодательства. Методы. В работе использованы общенаучные методы (системного анализа, диалектический, формально-логический) и специальные методы исследования (системно-правовой, формально-юридический). Результаты. Автором выявлено, что основа механизма оценки взаимодействия органов публичной власти проистекает из социальной направленности единой системы публичной власти. Также выявлен ряд недостатков в существующих на данный момент механизмах оценки деятельности органов государственной власти субъекта Российской Федерации и органов местного самоуправления. Выводы. Автор приходит к выводу, что оценка эффективности взаимодействия органов публичной власти может строиться на принципах комплексности и объективности, включать в себя основные социально-экономические показатели и утверждаться в форме Указа Президента Российской Федерации. Introduction. The need for a mechanism to assess the interaction of local governments and public authorities in order to most effectively solve problems in the interests of the population living in the relevant territory is due to the consolidation of the principle of unity of the public authority system in the Constitution of the Russian Federation in 2020. The existing mechanisms for evaluating the activities of state bodies and local governments do not affect the interaction of these bodies in any way. The purpose of the study is to formulate scientifically based conclusions on the problem under consideration and, based on them, propose a number of measures to improve the current legislation. Methods. The work uses general scientific methods (system analysis, dialectical, formal-logical) and special research methods (system-legal, formal-legal). Results. The author has revealed that the basis of the mechanism for assessing the interaction of public authorities stems from the social orientation of the unified system of public authority. A number of shortcomings have also been identified in the currently existing mechanisms for evaluating the activities of public authorities of a constituent entity of the Russian Federation and local governments. Conclusions. The author comes to the conclusion that the assessment of the effectiveness of interaction between public authorities can be based on the principles of complexity and objectivity, and include the main socio-economic indicators and be approved in the form of a Decree of the President of the Russian Federation.
