Development of the Program for Reindustrialization of the Economy of the Novosibirsk Oblast

The Program for Reindustrialization of the Economy of the Novosibirsk Oblast for the period to 2025 was developed by the team at the Institute of Economics and Industrial Engineering (IEIE) SB RAS (Siberian Branch of the Russian Academy of Sciences) on instructions from the regional government. This article presents the program’s distinguishing features and architecture. It also examines the potential for reindustrialization of the economy of the Novosibirsk Oblast in the form of nine integrated flagship projects reflecting the oblast’s strong scientific and production competencies. In addition, it presents avenues for the establishment of an innovation and engineering zone encompassing the Novosibirsk Scientific Center SB RAS and science at institutions of higher education. A special emphasis is placed on the Siberian Science City strategic initiative, which could result in the country’s largest region of leading-edge innovative development. The article concludes that the Program for Reindustrialization of the Economy of the Novosibirsk Oblast should become the most important element of the region’s strategic planning system. The program can be considered an important, federally significant pilot project, which could serve as an example for working out new types of interactions between the authorities, business, and science in order to promote innovative directions for regional development. The article also shows this program’s strong integrative potential, which was mobilized thanks to the public nature of its development.
