Operations-Driven Safety and Reliability: Creating a Blue Ocean of Asset Reliability

This Paper examines the competitive and saturated field of reliability engineering, traditionally dominated by quantitative methods like Failure Modes and Effects Analysis (FMEA), Reliability Centered Maintenance (RCM), and Root Cause Analysis (RCA). The traditional quantitative “red ocean” approach, where intense competition leaves little room for differentiation, is critiqued and contrasted to a shift towards a “blue ocean” of asset reliability based on Operations Driven Safety and Reliability (ODSR). The Blue Ocean argues for a paradigm shift that prioritizes human factors, operator involvement, and a culture of continuous improvement, transcending traditional methodologies. It introduces the ODSR approach, which emphasizes the integral role of operators in ensuring safety and reliability, advocating for a holistic view that sees operators not as sources of error but as invaluable assets capable of identifying and mitigating risks. The paper outlines a framework for operationazing this shift through the lens of Human Factors in Reliability, Operator Empowerment, Continuous Improvement, and Design for Safety and Reliability (DFSR). It contrasts “best practices” with “better practices,” suggesting that a dynamic approach to reliability management can foster a more engaged, proactive, and innovative organizational culture. Documented case studies validate the effectiveness of the ODSR approach. Conclusively, this article posits ODSR as a strategic pivot towards a more sustainable, competitive, and innovative future in reliability engineering. Organizations are encouraged to embrace this blue ocean of asset reliability, driving measurable improvements, including enhanced safety, efficiency, and overall performance.
