ABSTRACT In this letter, we study the technical scheme that combines rate‐splitting multiple access with frequency division multiple access and applies it to low Earth orbit satellite networks to enhance system capacity by maximizing the parallel access number of IoT users. Specifically, we formulate an optimization problem to maximize the number of IoT users with simultaneous access under the constraints of transmit power, rate requirements, successive interference cancellation detection threshold, and imperfect channel state information. We then employ successive convex approximation and difference‐of convex methods to convert non‐convex constraints into convex forms, and combine these with the branch‐and‐bound method to solve the integer optimization problem. Finally, simulation results demonstrate the performance advantages of the proposed scheme through comparison with the non‐orthogonal multiple access scheme.
